Major pentatonic can look like this (C maj)

In this case A is the 6th degree, its another way of saying Aolean mode
(natural minor based on the regular 7 tone major scale) except the term
"degree" is used to describe "modes" of all sorts of scales other than just
the regular 7 tone major scale we know and love.

So the 6th degree of C major Pentatonic is:
* A C D E G A

Which is really just plain old regular minor Pentatonic, the flat third
gives the minor feel. :o)
Add a flat fifth and you have minor blues scale, found in 2nd position on
any richter harp:
* A C D Eb E G A.
( with C as the tonic: * C Eb F Gb G Bb C)

With a Major pentatonic with a lowered third, using (C maj) we get this
* C D Eb G A C
So at a guess he might have meant this...?
Thats all doable with bends and regular notes in second position too, just
use the 3'' draw bend as well as 3' draw bend, you avoid blow 4, use 4 draw,
add ~5 blow~ which is the biggest difference, avoid draw 5.

Really just play in second position and when you want those interesting
licks use 5 blow and 3'' draw bend, it does sound cool in the right places.

If you add a flatted fifth you get a positively Eastern feel
* C D Eb Gb G A C
(with A as the tonic: * A B C Eb E Gb A)
This has a nice interesting flavour, but it a bit odd in a traditional blues
context. :-)
You'll get that little note in 2nd position by using 4' draw bend.

Just seems the guy actually knew what he was doing. :-)
