Are you trying to cup the whole harp? Don't worry too much about cupping the
higher notes, concentrate on getting a good seal on at least the 1-6 holes.
I
assume you have the low notes in the hand that holds the harp, thumb running
along the lower cover plate, first finger along the top. The other hand then
cups over this, many people then clamp their thumb over the higher holes of
the comb, sliding it out of the way when they need to get to the high notes.

Practice making an airtight seal with both hands cupped, break the seal
around the heels of your hands and the outside edge of your hands rather
than
relying on fanning your fingers to achieve the wah-wah. This should give you
a more distinct open and closed sounds.
